On Saturday, October 13th, 2018 Frank Blair IV was sitting in the living room of a residence at 3115 Cliff Drive watching a football game with friends. Shortly after 9:00pm, they saw a black male, approximately 5’10” with a light complexion, dressed in all black with a black face mask and a hoodie pulled tight about his face, approach the glass storm door. The man began shooting and struck Blair multiple times and another man before fleeing on foot. Blair was pronounced deceased at the hospital and his friend was treated and released. Frank Blair IV was 40 years old at the time of his death.
