On Sunday, July 15th, 2018 at around 8:00pm residents in the area of the 1700 block of 23rd Avenue heard multiple gunshots. Shortly after hearing the gunshots, a male walked into the alley behind 1741 23rd Avenue and saw Frazier Bernard Lumpkins lying in the alley wounded. The man went back inside to tell his friend to call the police. Lumpkins was transported to the hospital where he succumbed to his injuries shortly after arriving. Frazier Bernard Lumpkins was 66 years old at the time of his death.
