Just after 4:00am on Thursday, July 22nd, 1999, Johnny Mann rode with a friend to the alley behind the Phillips 66 gas station located at the corner of N. 1st Street and Grace Street. A black male met them there arriving in a dark colored car, possibly a Dodge Diplomat. The man got out of the car and approached Mann who was sitting in the passenger seat. At some point during their interaction, the man pulled out a gun and began firing into the van at Man and his friend. The friend was able to drive the van away to another nearby gas station to call for an ambulance. Mann had been fatally shot and his friend suffered a non-fatal wound. Johnny Mann was 32 years old at the time of his death.
